Policy Manager

Overview

LGBT Tech is the nation’s premier nonprofit organization working at the intersection of the LGBTQIA+ community and technology to bridge the technology gap for all LGBTQ+ individuals. Grounded in research, LGBT Tech develops policy recommendations, resources, and programs to close the digital divide.

The Policy Manager will support and help shape LGBT Tech’s technology policy strategy as the organization expands its engagement on digital equity and governance issues. This role is designed for a policy professional who is comfortable navigating fast-moving legislative and regulatory landscapes and translating complex technology issues into actionable advocacy.

The position reports to the Director of Policy & Research and is based in the Washington, D.C. metropolitan area, with frequent in-person engagement required.

Responsibilities

This position serves as a key contributor to LGBT Tech’s policy operations and external engagement. The Policy Manager oversees ongoing legislative and regulatory tracking, develops written policy materials, and supports strategic advocacy initiatives across issue areas including digital equity and discrimination, broadband access, platform accountability, privacy, artificial intelligence, and emerging technologies.

The role acts as an internal hub for policy coordination, maintaining and improving tracking systems, aligning timelines and deliverables, and ensuring that policy work is integrated with communications, research, and programmatic efforts. The Policy Manager also represents LGBT Tech in coalition spaces and policy convenings, helping advance the organization’s priorities in collaboration with external partners.

 

Tracking & Analysis 

  • Monitor federal and state legislation, regulatory proceedings, and policy trends related to digital equity and technology governance.

  • Prepare written summaries, impact analyses, and internal briefings to inform organizational strategy and external engagement.

  • Maintain internal tracking systems to ensure timely awareness of relevant developments.

 

Writing & Research

  • Translate complex policy developments into clear, accessible analysis for a range of audiences.

  • Draft public comments, coalition letters, blog posts, briefing materials, internal research documents, and other written products.

  • Support the development of policy recommendations and strategic messaging as well as annual research projects and policy reports.

 

External Engagement

  • Represent LGBT Tech at briefings, workshops, coalition meetings, and civil society and corporate events.

  • Build and maintain relationships with congressional staff, agency officials, advocacy partners, industry stakeholders, and peer organizations.

  • Participate in coalitions and working groups aligned with LGBT Tech’s policy priorities.

 

Internal Coordination

  • Track internal policy priorities, deadlines, and deliverables across issue areas.

  • Maintain and periodically update LGBT Tech’s public positions, filings, sign-ons, and related archives.

  • Collaborate across teams to align policy work with programmatic and communications strategies.

 

Responsibilities may evolve over time to reflect organizational priorities and emerging policy developments.

 

Qualifications

  • 2–3 years of relevant experience in public policy, legislative affairs, advocacy, research, or a related field through education and applied work. We welcome a range of paths, including:
    • candidates with strong policy/advocacy experience without a traditional degree;

    • candidates early in their career with relevant internships/fellowships/campaign/coalition work; and

    • candidates newly graduated from a bachelor’s or master’s program with relevant applied experience.

  • Demonstrated understanding of LGBTQ+ disparities and the impact of intersecting systems of oppression on LGBTQ+ communities.

  • Excellent organizational, prioritization, and time-management skills, including setting and managing goals independently.

  • Strong interpersonal skills and comfort representing an organization in professional settings.

  • Ability to manage multiple issue areas and deadlines in a fast-paced policy environment with minimal supervision.

  • Strong research, writing, and analytical skills, with the ability to synthesize complex information clearly and concisely.

  • Experience monitoring legislation or regulatory proceedings and preparing policy summaries or analysis is preferred. 

 

Schedule, Location, and Compensation

  • This is a full-time, exempt, salaried position.

  • Regular schedule is Monday through Friday, 9:00 AM – 5:00 PM ET, with occasional evening or weekend hours and limited travel as needed. Attendance at after-hours industry, policy, or networking events is required.

  • The Policy Manager must have a home office, and must be based in Washington, D.C. or the surrounding region and available to attend in-person meetings, briefings, events, and occasional team working days in D.C.

  • The minimum salary for this position is $65,000 annually, with the final offer based on experience and qualifications.
